City of Moorpark Approves Aspire Broadband’s Plan to Build Future-Proof Fiber-Optic Network with 4-1 Vote

Moorpark, CA – April 2, 2025 – The City Council of Moorpark has approved (4-1) Aspire Broadband’s proposal to construct a state-of-the-art, underground fiber-optic network that will bring affordable, high-speed internet access to residents and businesses across the city. Aspire Broadband, a locally based internet service provider, has signed a non-exclusive Right-of-Way (ROW) agreement to build and operate this next-generation network, benefiting both the community and city infrastructure.

A Network Built for the Future

The new fiber-optic network will provide approximately 11,000 homes and businesses in Moorpark with access to reliable, high-speed internet. Additionally, the network will serve as a critical resource for the city itself, offering connectivity to essential public facilities, parks, traffic cabinets, and other key locations that may require advanced digital infrastructure in the future.

Minimally Invasive Construction with Microtrenching

Aspire Broadband will utilize a minimally invasive construction method known as microtrenching. This technique involves cutting a narrow trench at the edge of the asphalt pavement, adjacent to the curb and gutter, ensuring efficient fiber deployment with minimal disruption to streets and sidewalks. This method allows for faster construction times and a more seamless integration into existing infrastructure.


Project Timeline and Service Availability

Construction of the fiber network is expected to take approximately 12 months, with the first phases of the network ready to service customers by late Q3 2025. Once completed, Aspire Broadband will offer residential internet plans at an exclusive introductory rate for the first 12 months:

  • 500 Mbps – $60/month

  • 1 Gbps – $80/month

  • 2 Gbps – $100/month

After the initial 12-month period, prices will increase by no more than $10/month, and any further increases will be capped at 5% annually beyond year two, ensuring long-term affordability for customers.


Business and enterprise services will also be available, ensuring that local companies have access to the reliable, high-speed connectivity they need to thrive in today’s digital economy.


A Milestone for Digital Equity in Moorpark

The approval of Aspire Broadband’s fiber network marks a significant step in bridging the digital divide in Moorpark. By providing access to fast and affordable internet, the project will empower residents with greater opportunities for education, telehealth, entertainment, and participation in today’s digital economy.


As part of our commitment to digital equity, Aspire will offer a $30/month discount to all qualifying affordable housing units in Moorpark, ensuring that every household—regardless of income—has access to reliable, high-speed fiber internet.


Additionally, city-wide fiber connectivity will enhance municipal services and smart city initiatives, contributing to long-term economic growth and technological advancement across the community.
